Applicant must be U.S. citizen and high school student who is under the age of 20. Applicants are required to prepare an oration lasting between three to five minutes on an aspect of the Constitution of the United States.

Applicant must be a minority student who is currently enrolled in the first year of law school.

Applicant must have completed at least 12 college credits after graduating from high school and have a minimum 2.75 GPA.
