Applicants must be Ohio high school seniors with demonstrated financial need who have specific career goals and are highly motivated. They must plan to enroll in a degree, diploma or certificate program at an accredited college or university, and they must have a minimum GPA of 3.2.

Applicants must be accepted to or attending a college with an NROTC program. They must complete naval science and other specified university courses and attend a summer training session. Scholarships are available for two or four years, depending on time of application.

Applicants must plan to attend an eligible college or university. They must commit to eight years of military service, four of which must be on active duty. The scholarship pays full tuition and fees plus a stipend for textbooks.
