Applicant must have a major that is considered beneficial to water works in New York State. Selection is based upon academic achievement and extracurricular activities.

Applicant must be an undergraduate, graduate, or medical student. Each applicant must identify a mentor, with whom he or she will conduct the proposed project.

Applicant must be African-American, Hispanic, or Native American and must be committed to apply for full-time Ph.D. study after graduation from college.

Applicant must submit an essay describing interest and goals in journalism, demonstrate journalistic ability, and file FAFSA. Preference is given to an underrepresented minority who is willing and able to accept a paid summer internship at the Buffalo News.
